ST1 runs away and will not shut off

Just had to install a rebuild fuel pump on an ST1, i'm in USA and the rebuild come from northern England, i installed the new pump, put back together like it come off but when it cranks it runs away full rpm, the rack on the fuel pump does not shut it off like its suppossed to, i have to kill the engine with the compression release.  I've adjusted the screws on the governor and no results, the engine will still runaway, is there something to the left of the pump on up in hole that i misssed hooking up?  A spring? I'm new to Listers, i just took the old pump out and put the new in, i didnt mess with anything else, please anyone can advise me.
