At this point I'm thinking of using a threaded rod and nut. It would allow it to give more throttle if necessary from the generator and at the same time there is no force trying to pull it raising the rpm so if it is something like the governor springs/weight it should have just enough force to push it up against the nut that will set the minimum rpm. I can't see any reason why it wouldn't work

Are you trying to set the throttle from a no load to loaded situation  ?

Should be 1000rpm or whatever gets the generator to 60Hz
