I had a similar genset with chopped console wires and wild voltage swings. The fix was tracing the field leads to the AVR, flashing the field with 12 V for a second to restore residual, then testing on a resistive load while setting the governor to 50 Hz. An analog meter was steadier than my auto ranging DMM. Also confirm the stator reconnection for star 415/240 and clean slip rings/brushes.
