Intermittent starting

Hi all, I've had a few Lister d engines however this one has me struggling, it starts intermittent and usually only runs with butterfly closed, also cuts out if I move the needle clockwise , any help welcomed thanks

I guess moving the needle clockwise is closing it - leaner?

And if "closing the butterfly" is the same as "choke" - then that is effectively richening it up, too

Which suggests it's starving?  Are all the orifices clean?  That would be my first check, fwiw
