petter ph1 problem starting

I have a robroy sawbench pwered  by a petter ph1 and it is difficult starting cold .... when  I try starting it there is no exhaust smoke and I have to have a few attempts at moving the stop lever before it will start but when it  actually decides to go it starts with just a few swings
does something wear in the stop mechanism ?  thanks in advance

  The fuel rack has to has to move enough to make the pump element pump to the injector , or no fuel and no fire.
