SL1 with generator for 220V 1 phase

My SL1 is spinning on full speed but generator delivers only about 200 V AC and 18 V DC. Voltage measured with multimeter without load. Brushes, slip rings and resistors are ok.
What is the problem? :-\

What do you mean by full speed?  We would need either accurate rpm or generator frequency readings.

You do not say whether the generator is direct coupled to the engine or belt driven.
If belt driven are belts too slack, and slipping, so generator is not turning at required speed. Are the pulleys correctly sized to give the required generator speed?
