Are cylinder studs meant to be torqued in at the bottom end, or just tight and threadlocked ?

I have not seen any references in Lister docs to your specific question, but in general practice, we just pre-tighten the studs very slightly into the block castings during assembly. We do make certain those threads and bores are completely clean and that the studs thread smoothly to their full depth. We do not use any threadlocker or sealant on these. There should be no interference in the actual threads so a quick chase with a bottoming tap is advisable. Compressed air and solvent is adequate for cleaning and removing any debris from those bores.
We use a wire wheel to clean any rust or dirt from the stud threads.
