A $20.00 Kill-a-watt will do most everything you need, it plugs into a standard 120volt house outlet, will measure volts, hertz, amps of a connected load & power factor. You can find them on E-BAY, my local harware store sells them & Lowes has something similar but I have no experiance with those.
If you do a search on this forum for "govenor" or "govenor problems" you should come up with lots of stuff to check on your govenor like painted over linkages, binding, slack in the linkages, loose pins, ect.. also on the utterpower site (and here) you should be able to find info on a modification to the govenor spring location that is said to help govenor response.
