Strange symbols

Can someone explain what is up with the strange symbols I see on this board? I often see the A with the little thingy on top and the strange symbols that appear in the code of conduct post, is this another language? I've never encountered it before. ???

It's a government conspiracy.  If you get those symbols on your computer, it's marked as one of the "two-way" machines that spy on the user.  ::)
