These are very speed sensitive. It must be turning 1800 RPM to generate full voltage, and in third world countries that is how they adjust the governor; by voltage.
We think that is strange and unacceptable (not knowing the RPM and cycles), but I noticed my ST gen head must be prettly close to 1800 RPM before my Kill-A-Watt will come to life, then show voltage. Maybe you aren't up to rated speed yet. I don't blame you, I worry about overspeed too.

Hi,
I'd suspect under-speed as well.....  Assuming that you are actually measuring two legs of 65V, and not just assuming that that is the case.  The AVR may be hooked up incorrectly, as it probably needs 120V as an input for measuring, so the input of the AVR should only be hooked across one leg, not across both legs.  Maybe some pics would be helpful.

P.S.

Quinn was getting frustrated with various things.........

I have checked the Hz with a meyer and have 60-64 Hz. so speed should not be an issue. Thanks for all the replys so far. Hoping for more soon.

If you have 60Hz, the problem is the with the way the AVR is hooked up.  The AVR will have an input (sense) and and output (field).  The Sense input has to be connected across only ONE LEG of the generator, and not across both legs.  This should fix your problem.

Maybe you already have this, but if not, perhaps it might help.

Steve so you are saying hook both wires from the AVR transformer to one leg of the generator?

Johnny,
Asuming that the AVR is currently across both legs, then yes that is correct.  You connect the one wire to the neutral, the other wire to only one of the hot legs.
