Man, you guys really have me itching to do a system like this.  I was really overthinking my system before, it's really quite simple.  I could make an impeller, run up an externally regulated alternator to produce 36v, and just let it run to keep a 36v battery bank topped off.  It doesn't have to make that much in the way of wattage, since it would run 24/7 aside from maintenance.  Just enough to recharge the batteries while not in use. 
Now I just need to find a place to do this-
I love the smell of diesel smoke in the morning!

I have seen pumps used to do the same thing.

Sugest you snoop around for an old Sewage pump with large vallutes. It may spin just fast enough and with some clever tinkering you could come up with a something very easy and servicable in the long run.

Well I have been searching and asking around for answers to the legal aspects.  So far nothing, short of calling people like the DNR and EPA. 

Starting to think I should build that turbine(they are emissions exempt) generator that runs on old tires instead.
