Rob, the AVR wouldn't change the 50hz to 60hz.  Instead the idea would be to speed up the generator to produce 60hz, but the output voltage would be too high.  The AVR would be added to lower (if I get this right) the field current to drop the output voltage back down to the desired level.

I ran my listeroid 6/1 for several years with a nichrome injection line heater like you are suggesting, and preheating the oil by wrapping the supply line (from the tank to the selector valve) around the exhaust.  http://listerenginegallery.com/main.php?g2_itemId=6626
I had the head off several times over the years for leaking head gaskets (original type) until I started using the gaskets-to-go type.
Each time I had the head off, I never saw significant carbon buildup, so I'll call my heating method successful.

Litter Rob,
Step up/down transformers change voltage, not frequency.  I am not aware of a regularly available device that will do what you need.

I tried a plain paper filter on my 6/1, and I'm sure it did a good job of keeping the air clean without too much restriction..... but.....
I have my engine mounted in my workshop, and the intake noise was driving me mad when I was trying to work on other projects with the engine running.

The silencer/filter makes a HUGE diffenence in noise level of these engines.
If you just need clean air, the paper ones work, and they are cheap.
If you need to work around your engine when it is running, I highly recommend the Solberg.  I don't think $55 for a filter with washable element is that expensive when saving your sanity...... (what little there is left).
