That's a very interesting question. Obviously the people who really know the answer are the manufacturers. However, you might not be able to trust the answer as they would like to charge more for their higher power engines.
I know of two suppliers who's 6hp and 8hp engines are exactly the same - confirmed by them. One of them will even provide warranty for their 6hp engines running at 1050rpm producing 10hp. I think they use well-balanced, high quality casting flywheels.
Evidence to the contrary comes from Lister - their 6/1 engines had different cam profile/timings than the 8/1. I don't know if there are other differences.
I would imagine that the injection timing could be optimized for each speed.
