The EPA just got back to me. This is what they said:

Sorry for the late response due to the shutdown. Below is the regulation for applying for a testing exemption for a nonroad engine. In the attachment (more so for motor vehicles) this will provide information on the layout of the application letter.
 
 
§1068.210   What are the provisions for exempting test engines/equipment?
(a) We may exempt engines/equipment that you will use for research, investigations, studies, demonstrations, or training. Note that you are not required to get an exemption under this section for engines that are exempted under other provisions of this part, such as the manufacturer-owned exemption in §1068.215.
(b) Anyone may ask for a testing exemption.
(c) If you are a certificate holder, you may request an exemption for engines/equipment you intend to include in test programs over a two-year period.
(1) In your request, tell us the maximum number of engines/equipment involved and describe how you will make sure exempted engines/equipment are used only for this testing. For example, if the exemption will involve other companies using your engines/equipment, describe your plans to track individual units so you can properly report on their final disposition.
(2) Give us the information described in paragraph (d) of this section if we ask for it.
(d) If you are not a certificate holder, do all the following things:
(1) Show that the proposed test program has a valid purpose under paragraph (a) of this section.
(2) Show you need an exemption to achieve the purpose of the test program (time constraints may be a basis for needing an exemption, but the cost of certification alone is not).
(3) Estimate the duration of the proposed test program and the number of engines/equipment involved.
(4) Allow us to monitor the testing.
(5) Describe how you will ensure that you stay within this exemption's purposes. Address at least the following things:
(i) The technical nature of the test.
(ii) The test site.
(iii) The duration and accumulated engine/equipment operation associated with the test.
(iv) Ownership and control of the engines/equipment involved in the test.
(v) The intended final disposition of the engines/equipment.
(vi) How you will identify, record, and make available the engine/equipment identification numbers.
(vii) The means or procedure for recording test results.
(e) If we approve your request for a testing exemption, we will send you a letter or a memorandum describing the basis and scope of the exemption. It will also include any necessary terms and conditions, which normally require you to do the following:
(1) Stay within the scope of the exemption.
(2) Create and maintain adequate records that we may inspect.
(3) Add a permanent label to all engines/equipment exempted under this section, consistent with §1068.45, with at least the following items:
(i) The label heading “EMISSION CONTROL INFORMATION”.
(ii) Your corporate name and trademark.
(iii) Engine displacement, family identification, and model year of the engine/equipment (as applicable), or whom to contact for further information.
(iv) One of these statements (as applicable):
(A) “THIS ENGINE IS EXEMPT UNDER 40 CFR 1068.210 OR 1068.215 FROM EMISSION STANDARDS AND RELATED REQUIREMENTS.”
(B) “THIS EQUIPMENT IS EXEMPT UNDER 40 CFR 1068.210 OR 1068.215 FROM EMISSION STANDARDS AND RELATED REQUIREMENTS.”
(4) Tell us when the test program is finished.
(5) Tell us the final disposition of the engines/equipment.
(6) Send us a written confirmation that you meet the terms and conditions of this exemption.

I like it, I'm pretty committed now I think. The guy in WI got back to me and quoted me a pretty hefty price for the diesels he has. It would be much cheaper (and a higher quality engine) I think to pick up one of the 1115's in Ontario on my next fishing trip with my dad up there. Just have it shipped to where our buddy has a cabin up there, disassemble it somewhat, and bring it in as parts.

Additional flywheel weight and a lighter governor spring were used.
This project made for a very quiet Changfa generator.
However, one must accept a much reduced kw output from the system.

I dig it guys, I see the light! So here is a fun hypothetical, what would last longer/handle it better running continuously.....a Hatz 1B40 running at regular rpms or a 1115 Laidong running at reduced power 12-14 hp? (I'm thinking continuous work load 24/7 type scenario).

Thank you Glort, I wasn’t sure if I could run veggie oil in my vertical. My Subaru robin is a late model that is fitted with a Hatz 1B40 that uses about .8 gallons an hour of fuel under average load, what do you think the laidong's they sell over at justliveoffgrid.com are burning at the lower rpm/hp range (they say 14hp on the low end) I wouldn't mind running it around 10hp/3-4kw if that is efficient and can get me down to .5gal an hour or less?

I just got off the phone with the chap in WI, apparently they are importing these as pellet mills. The horizontals are hooked up to a belt driven mill on a steel frame and being imported that way. How is this possible?

Also, I found a pellet mill company out of Wisconsin that utilizes 22, 15, and 8hp horizontal Chinese diesels for their mills and I just sent them an email. It sounds like they would be willing to sell me just an engine. It sounds like you can run them a little slower and use a little less power and fuel so I'm between the 15hp and 8hp?

Does anyone have any experience using alternative fuels with the Chinese horizontals? The reason I'm asking is because I found a dealer out of Canada that has Laidong's for almost half the price of his listeroids. I'm wondering if the Chinese horizontals are as versatile with fuels as the 6/1's are? My main objective is a reliable, versatile (fuels), and not so thirsty backup generator for my Subaru Robin 5000kw diesel (which is very thirsty under load).

My early years were in Freeborn County MN. I turned down a running 6/1 Lister CS for $1800 that was located in Mankato about 2 years ago because I didn't want to travel that far to get it. Beside the places you mentioned watch Engine Ads on Smok Stak, go to the Portland engine show, go to the show at Rollag MN, go to the show at Edgar WI. Subscribe to Gas Engine Magazine. People are spoiled by cyber marketing but A lot of the guys that have stuff are not into it and you have to shop the old fashioned way.

I just spoke with my father and he told me my great grandfather and grandfather went to those shows often. My great grandfather even won one of the tractor shows! I never knew that before, I guess old iron is in my blood and I never even knew it!

Tanman did that seafoam do any good?  I had a 2002 Corolla for a while with oil-control rings varnished/glazed up & it was an awful oil-burner although otherwise a good, tough, reliable Corolla.  I often thought that seafoam might loosen shit on them a bit

My daughter had it for a year or so and I used to keep an eye on the oil for her.  But one day she noticed it was a bit low and tipped in a whole five-litre pack of 15-40.  There was (apparently) a LOT of smoke & steam but she persevered with driving it until it melted, really

Mikenash, it sounds like it had too much $h!t loose. I probably would have tried one of the "engine restore" products that helps build the cylinder walls and rings back up with ceramics and other wizardry they put in the can. I've seen it work very well on low compression worn out tractors and the like. I'll be putting a can through my diesel suburban that has some miles on it soon. Seafoam isn't the best cleaner out there anymore, it doesn't have PEA in it. When they changed the gas and started putting a lot of ethanol in it the needs in a fuel additive changed. Gumout with PEA or any fuel additive with PEA should work much better than seafoam in a modern 4 stroke engine (IMO).

Thank you! I would have never thought of or found some of those places to look! I guess it's one of those things where you don't know what you don't know. Thank you for bridging the generation gap there for me! By the way I was born in Worthington just a little ways west of Freeborn county and now I live in Olmstead county just to the NW of Freeborn, small world.

That may happen. At my last sales job in Minneapolis one of my coworkers (almost everyone there was under 30) payed me $40 to do a seafoam treatment on his jeep, then paid me $100 to install some shocks (really simple just a bolt or two on each end) I couldn't believe it. When I first brought up seafoam they thought I was talking about an app for their phone. The world is changing and I seem to have been born in the wrong generation.
