Lister Based Generators / Hi.. and merry xmas.. SL3.12 with a BKB alternator

Hi .. and merry xmas..
I found a SL3 and BKB 5kw alternator. This is for my brother , he purchased it for under $200 and assembled the basket case engine with new rings and gaskets and made a flexdisc to couple the alternator, the engine starts and runs very smooth.. My question for you is ....
there is a small output voltage of about 12 vac and corespondingly a very small exciter voltage. this is a Startomatic type alternator with 24v dc windings, from what i can see 1 pair of DC brushes is for the starter the other pair is exciter and charge.. does anyone have any suggestions to getting the output up to the listed 240..
I have removed the RF suppressors as they were burnt out, also we removed the brushes and cleaned the commutator and tightened some loose connections.. I wonder if this is a residual magnitism problem....
