Yes, the decompressor is operated by a solenoid at start up. The compression changeover valve is left in the low compression position though.

Nasty ! I've seen some old period photographs of steam boiler explosions on Locomotives and industrail steam plants and it alwyas looks looks like a large bomb has gone off !!

I can't speak for the USA but in the UK there is no way anyone can be arrested for a dispute over alleged money owed. Even if it goes to court and they won. the worst that would happen is a bailiff would call around to collect the debt or take property to the value of.
Sounds like it's a try on and he's attempting to scare you. If you have a quote in writing and proof of the original shipping dimensions and weight there is nothing he can do.

He is probably referring to the volumetric weight, this is different to the actual weight and takes into account the space occupied by the crate.
Shippers arrive at volumetric weight by multiplying all the dimensions together and dividing by a weight factor which varies from company to company.
Ask him how he arrived at the original quote and specify his volumetric calculation. As said above though, he cannot have you arrested, all he can do is take you to court, but he has to have a valid case for you to answer.

That is likely to be a Lister-Petter TS2 engine, basically a 20 HP, twin cylinder, air cooled unit and in current production, so you have a gen set of about 15KW output max.

As I mentioned in my post above, it's better to load the engine as much as possible, at least 75% anyway. The exhaust runs hotter, combustion is more complete so less carbon accumulation.
Battery/inverter set ups work ok, but the one issue that never goes away is the cost and finite life of the batteries.

That Evo sounds interesting, would love to see some pix sometime. Got mine out on Monday for the first time since last October so I have a wide grin !! Even though I've used 60 worth of fuel in just over a 130 miles !!

You do surprise me with your comments about the French, although I did know certain stuff is much more expensive.

How about getting aircon for the house ?!

I have often though about emigrating to France, have done quite a bit of French travel on bikes to various circuits, my favourite is Paul Ricard !  Love the place ! Where abouts are you ?

If it hasn't been run for a long time there you should follow the pre-start up recommissioning procedure before attempting to start it. This is mainly to ensure adequate lubrication. I don't know the CD procedure, but someone on here should.

That is a very large exhaust for an engine this size !! It may be running too cool which would cause carbon accumulation. Does it actually look choked ?
Ideally the exhaust gas should be clear under load, after stabilising from a startup. Excessive fueling would cause black smoke though, blue grey would suggest oil burning, possibly caused by wear of the valves and or guides, piston rings and or bores. If oil consumption is low, it is most likely valve guides.
