Hello allycat
Yes sir those gears are very much on there. They pretty much are a shrink fit in that the manual calls for the gear to be soaked in boiling water before reinstalling . A strong puller is required three jaw is probably best. One thing you can try is too put a good amount of pressure on the gear with the puller then give the puller shaft head a good smack with a good sized hammer. Then apply more pressure to the puller. You can do that a few times to see if that will do anything but don’t get carried away.
Another possibility once the puller has a good amount of pressure on the gear some heat applied to the gear might start it coming off. HOWEVER too much heat and the crank will heat up as well. You don’t want that.
Best bet is a good strong puller.

don't blame you as far as heat goes.

I remove the bolts securing the bearing plate behind the flywheel. Flywheel, Bellhousing, Governor weight mechanism, Piston, rod and cylinder removed of course.
Set the crankcase with crankshaft up in the press, supported outside the OD of the bearing plate. The crankcase will need to be elevated approximately 3" to allow the crankshaft and bearing plate to move downward.
Press the end of the Crankshaft only... Not the gear. I use a socket that is a bit smaller than the end of the crankshaft inside the gear, to press against.
The Crankshaft and bearing plate will come out the back of the crankcase, leaving the gear behind.
I use a 12 ton press for removal and installation of the gear.
