My new to me homebuilt genset has digital v/hz readouts. Load free is 115/118 on the legs and 60hz +-. Does a slight rpm change effect voltage or just frequency?

Does your generator have an AVR installed?
If so, then the job of the AVR is to pick up voltage (or lower it) according to varying load conditions. Stability is the objective.
Frequency will always change with speed, but voltage can be maintained pretty closely with the proper device installed.

Yes there is an AVR on the generator.

In that case, the slight speed changes should primarily affect only the Frequency and not voltage. Most of the AVRs I've worked with also have adjustable sensitivity and voltage adjustment pots. So, if your voltage wanders along with frequency, then it is possible the AVR might need some fine adjustment to accommodate.
