What is this cam for?

It's on the end of the fuel rack.

That's for extra fuel during starting. It should flip into place to hold the rack full open and then drop out once the governor starts to close the rack as the engine approaches operating rpm's.

Also acts as an anti-overload pawl, once the engine has started on excess fuel it roughly sets the max fuel delivery values for the engines rated HP/speed.
Correctly set and with an engine in good order it should prevent black smoking.

Yes, that is the excess fuel cam for starting. It should pivot freely on the pin and limit the rack movement when left to it's free state which is a shown in your picture. Before cranking your engine and after your flip the fueling lever down you rotate the excess fuel cam downward which allows the governor to pull the pump to full rack. When the engine comes up to speed and the governor closes the rack the cam should rotate on it's own weight back to the position shown and thus limit rack travel for operation.

Another Indian simplification that may be one of the reasons we read about so many Indian clone crankshaft failures??? We have run the CS and clones under varying loads both with and without the limiters and let me tell you the 6HP CS is a LOT different acting engine when the rack is properly limited than when it is not.

Well as Mark said with the limiter working a CS engine will not smoke under load unless lugged down way below governed RPM.  The difference in exhaust note and "hammering" or pounding between being allowed to fuel at full rack VS being limited is tremendous.  Best way I know to demonstrate it would be to load an engine without the limiter to the point of just under smoking and watch and listen to it then apply about 20-30% more load . To run a OEM type limiter you need a rack with the linkage holes in both ends. A lot of the MICO pumps do no t have them. Any type of adjustable stop that can be set to just under smoke would do the same thing but it needs to have a means of by passing so as to provide for  easy starting.
