That looks like there will not be nearly enough rack travel. Can the pawl be turned so the flat portion strikes the body of the IP? Looks like it flipped over and placed on the outside of the rack.

It goes with the rounded part furthest from the pump and the stud under the shaft.
To start the engine; lift the rounded part up to allow more travel of the fuel rack. On starting the pawl drops down and limits the travel.
