Follow up to previous Bryce pump question

Can anyone explaine why my CS and many others that I have seen pictures of don`t have a guvernor lever /  hand stop cut-off lever along with spindle accentric. Could it be a simple case that they are just missing?

Probably a simple case that present day costs have been cut and some parts that were once deemed necessary have been omitted.

So how do you start and stop the engine without a governor lever?. Are you talking about the overload pawl?
