Engines / petter ph1 problem starting

I have a robroy sawbench pwered  by a petter ph1 and it is difficult starting cold .... when  I try starting it there is no exhaust smoke and I have to have a few attempts at moving the stop lever before it will start but when it  actually decides to go it starts with just a few swings
does something wear in the stop mechanism ?  thanks in advance

I am posting this in 2 places so it can be read
what size lister engine would I need for sawbench with 30 inch blade and making engine blow out black smoke to keep it healthy

I have sawbench with 30 inch blade which I want to mount on frame with axle, I have a perkins engine which could be used but it is 25 HP which makes it too powerful!! it will never be under heavy load and could glaze up so I have been thinking of fitting a lister so that it will have to be put under load and blow out black smoke which will keep it in good condition
what size engine do I need and  I live in mid wales
also the blade should be running at about 600 RPM

Petteroids / i am slightly baffled by my petter ph1

I have a petter ph1 engine fitted to robroy sawbench which performs fairly well but I am baffled by a couple of issues with starting
1- when I put new rings in engine soon after purchase 16 years ago I  put straight HD30 oil in engine  and when I tried starting engine with just a few swings of handle it was away and it always started good until I changed oil and used 15/40 multigrade  and then there were problems starting when I had to really swing the handle for some time until it would start but I did not realise there was connection between  multigrade oil and poor starting until I used straight 30  sometime later
2- starting is improved also by keeping level no more than halfway between marks on dipstick
 
is there an oil filter that needs changing or cleaning ?

Engines / can a Lister D be dated from seial number

i have a Lister D bought by my late father new 60 years ago and it did come fitted with vacuum pump and was used for milking until we moved  in November 1962 then it was used for pumping water until 1974 when an electric pump was fitted .the engine has been in the same place bolted to the flour but we will be moving soon and I do not want to sell the engine as it is one family owner, I remember trying to start it in 1982 but when I was swinging it after a few turns there was no compression and that's how it still is now also I would like to know can it be dated
